The initiative comes as the number of Indian students travelling abroad for education has declined from recent peaks. However, France believes it can attract more students by offering affordable education, improved career opportunities and stronger links with India in technology and innovation.
According to Campus France, the French government agency responsible for promoting higher education and supporting international students, about 9,100 Indian students enrolled in higher education institutions in France during the 2024–2025 academic year.
India has also risen from 13th to 11th place among countries sending international students to France. When students participating in exchange and short-term programmes are included, the number of Indian students in France was estimated at around 12,000 in 2025.
France’s education strategy is also linked to its broader partnership with India. During Indian Prime Minister Narendra Modi’s visit to France in June 2026, the two countries signed 19 agreements aimed at strengthening cooperation in innovation, artificial intelligence and technology.
